Well, that depends on what you mean by cameo... If you mean small, uncredited role, then definitely Bill Murray in Tootsie. But if you mean a small, uncredited role that only lasts for a scene, or less, I'm inclined to go with John Hurt in Spaceballs. Unless he was credited...
