Yes, the nipples are OTT, but I also think the suspender-boots are awful.
Nothing like a tacky, hooker-esque costume to give a female superhero some cred.

It's been a while since I read Watchmen, but that's sort of the point of the character, isn't it? Her mum basically became a 'superhero' to further her career as a celebrity and pin-up, and pressured Laurie into doing the same when she got too old.
