it's not as funny as the rest of the film. it's a bit of a letdown.

Running gags are bestest! Surely Ed is more a comic relief than Shaun, but Shaun is so the Ash of the late twenty something generation of our time, that he has to be my hero.

Because it's the sort of irritatingly banal comment that people make to which there's no real answer besides "I know". Like when you've had your hair cut and everybody you meet, without fail, says, "You've had your hair cut" as if you haven't noticed. It's the recognition of this and the repetition throughout the film that makes it funny.
