Because it's the sort of irritatingly banal comment that people make to which there's no real answer besides "I know". Like when you've had your hair cut and everybody you meet, without fail, says, "You've had your hair cut" as if you haven't noticed. It's the recognition of this and the repetition throughout the film that makes it funny.
